These are related, but they do not answer the same question. Decide whether you are trying to reduce background requests, manage a site preference or limit a particular exposure before choosing a switch. That makes it easier to verify the result and understand what remains outside the extension's scope.

Review permissions and exceptions together

An extension needs access to the pages where it performs cleanup, while allowed sites and per-site modes can deliberately change its behavior.
